Gold encrusted punch bowl set 12 cups underplate gold rim trim swirl pattern

This is an absolutely stunning punch bowl set. The bowl itself is over 12.5" in diameter and about 5.5" deep. The underplate is about 17.5 in diameter, wide enough for the cups to sit on it with the punch bowl. The cups stand about 2 3/4" tall and are about 3 1/4" in diameter. I can find no chips or cracks. The swirl pattern seems to be put together in 3 pieces (like Fostoria) but I can't find anything like this.

So I have no idea who made it! A friend of mine who used to sell antiques said she thought it might be Pickard, but again, I can't find anything like it.
